Mr. BILL BRADBURY,

This matter of State and Josephine County Corruption will end either in my death at the hands of sub rosa State/County operatives, the settlement table, or else the People of JOSEPHINE COUNTY, STATE OF OREGON, and the rest of our government terrorized populace across our country SHALL RECEIVE the ANSWER TO THE QUESTION that the entire machinery of the black hole of fictional, corporate, County, State and Federal government and its courts have REFUSED to answer by hiding, for the last 5 years, behind a STONE WALL OF SILENCE they have built surrounding the question of a fictional court's JURISDICTION over and subsequent right to prosecute a Living, Breathing, Flesh-and-Blood, Sentient, Natural Man or Woman who has not waived their God-Given Unalienable Rights, consented
to, or contracted with the Government.

The State of Oregon and County of Josephine is already guilty of killing my wife over whom the doctors have released her as they can do no more for her. I have written voluminously on the Internet of the events, stress, and hardship which brought about her fatal condition, and you folks don't give a damn.

I happen to know WHO I AM. I am a Son of God. I follow God's laws, and am not encumbered by the Laws of Mammon which rule over the petty minds of slaves kept in bondage by their public servants.

Let's get down to the meat of it, shall we? By what authority, and How dare you remove the financing statements/liens filed with your UCC records office as per your rejection notice dated September 11, 2003.

These are liens placed against private individuals who have worked together to extort monies from me when no corporate jurisdiction of County or State existed, was addressed or was proved. From Bureaucratic pillaging, to Law Enforcement Piracy, Robbery, Kidnapping, and Hostage taking for ransom have gone into the Fraudulent Prosecution of myself, a Living, Breathing, Flesh-and-Blood, Sentient, Natural, Godly Directed man.

The seven (7) original liens:

604971 MICHAEL SHANE BURKE, dated by your office 11/20/2002
604790 LISA MARIE TURNER, dated by your office 11/19/2002
604788 NEIL CHARLES MOREY, dated by your office 11/19/2002
604786 CLAY EDWARD JOHNSON, dated by your office 11/19/2002
605140 ALLAN HERBERT COON, dated by your office 11/21/2002

These files were filed with your office many months before they were removed. They are on your Forms, and your Corporate Instructions were followed to a TEE. So how in the Hell do they constitute SIMULATION OF LEGAL
PROCESS???

Other subsequent financing statements/Liens UNLAWFULLY removed from your UCC Files, not pertinent or relevant to the Fraudulent prosecution of one ( 03CR0170 ) whom the government would come to label a PAPER TERRORIST. (Invalid encumbrances, ORS 205.470, and Simulation of Legal Process. ORS 162.355) for attempting to hold his public servants accountable for their crimes and misconduct included:

None of These Three Liens had anything to do with the subject of the bogus, fraudulent trial and stand independently of that legal action. Yet you repeatedly refused to reinstatement when this information was given you. The State of Oregon opted to sit on a secret grand jury indictment for 9 months as an insurance policy to have in the case that I filed the
Commercial Liens/Judgments against the STATE OF OREGON and COUNTY OF JOSEPHINE. When I did, they came after me with the Two BOGUS TRIALS, Is there not a serious conflict of Interest, when a Corporation/pseudo government party to a Corporate Judgment via Default, can arrest and prosecute another to COVER THEIR ASS? That, Mr Bradbury is exactly what the STATE OF OREGON AND COUNTY OF JOSEPHINE did.

Now we have the liens sent to your office for filing Re: Chief JOSEPH HENNER of the Grants Pass Public Safety Department, (Rejection# 1001422209 ) and JOSEPHINE COUNTY TRIAL ADMINISTRATOR GARY W.
BRANDT (Rejection# 1001448109 ) both of which were rejected for the same reason, i.e., "invalid encumbrance" and "Simulation of Legal process".

It seems there are two standards of Laws operating in the STATE OF OREGON and COUNTY OF JOSEPHINE, one for the common people (who are sovereigns that dream they are slaves) and the public servants who were hired to serve them.

Mr. BRADBURY, it was once said that you can fool all of the people some of the time, and some of the people all of the time, BUT YOU CAN'T FOOL A SOVEREIGN.

Mr. BRADBURY, I AM THAT SOVEREIGN.

To my knowledge, the Secretary of State does not make law, yet your rejections are those of a LAW MAKER. Since you have taken it upon yourself to pass company corporate policy off as Color of law and cannot even attain the status of Common Law, the Law that I subsribed to, I put the same challenge to you that I have to countless other Bureaucrats of
the STATE OF OREGON AND COUNTY OF JOSEPHINE who RUN LIKE HELL rather that answer the question. PROVE your CORPORATE POLICY OF SIMULATION OF PROCESS applies to a non-corporate subject. PROVE YOUR JURISDICTION over this Living, Breathing, Flesh-and-Blood, Sentient, Natural Man who understands his relationship with God, and with mammon.

If you cannot, then you must REINSTATE ALL LIENS, ALL LIENS, or come to the Settlement Table. I AM NOT GOING AWAY!!!

Consider this a NOTICE OF THINGS TO COME before your retirement.

The next communication you receive from me will be accompanied by an affidavit; and if you go the way of your predecessors, you too, shall find your name on a UCC-1 Financing Statement.

You have 10 days from the date of this certified mailing to rehabilitate all liens or show legal cause plus JURISDICTION over this Living, Breathing, Flesh-and-Blood, Sentient, Natural, Man.

By the way, Mr. BRADBURY, this is going on the Internet.
