On Jan 5th, 2010, Each of you were legally served/noticed via an Affidavit of Conditional Acceptance REQUEST FOR PROOF OF CLAIM sent via Registered Mail regarding the crimes committed by JOSEPHINE COUNTY SHERIFFS DEPUTIES, RAREY AND GEIGEN.

To this date, Jan. 23, 2010, JOSEPHINE COUNTY TRIAL ADMINISTRATOR BRUST has been the only one to returned the signed receipt of delivery for the Registered Mailing. (the missing return receipts finally arrived on Feb 1, 2010, long after default)

You, Sheriff GILBERTSON, and you, District Attorney CAMPBELL, have NOT returned the signed receipt for the Registered Mailed Affidavit sent you on Jan 5th, 2010. Nor have you rebutted my Questions of JURISDICTION point-for-point, with your own personal affidavit, based upon your private, unlimited commercial liability within the 10 day period, thus defaulting once again. An UNREBUTTED AFFIDAVIT STANDS as the TRUTH in commerce.

An UNREBUTTED AFFIDAVIT BECOMES the JUDGMENT in commerce.

HE who LEAVES the FIELD OF BATTLE FIRST LOSES by DEFAULT.

MR. MICHAEL B. BAIRD, CLAIMS MANAGER for the OREGON DEPARTMENT OF ADMINISTRATIVE SERVICES RISK MANAGEMENT " MR. BAIRD informed me that they deem the matter closed and would not be accepting any more correspondence regarding it."

ALLEN B. deSCHWEINITZ ATTORNEY/AGENT FOR JOSEPHINE COUNTY DEPARTMENT OF HUMAN RESOURCES/RISK MANAGEMENT has repeatedly refused to pick up Registered Mail addressed to him.

It seem, DISTRICT ATTORNY CAMPBELL, AND SHERIFF GILBERTSON, you have joined the ranks of others in the STATE and COUNTY employ who seek to circumvent the law, that you are sworn to uphold and serve.

I have long learned via direct experience, there is NO LAW in JOSEPHINE COUNTY. That is why I have sought to try my case in the Court of Public Opinion, while holding all agents for the STATE OF OREGON AND COUNTY OF JOSEPHINE responsible via their own laws, which they refuse to abide by.

I follow God's Law, Common Law, The Law of Nature, the law spoken of in the following Legal Citation. "Corporate administrative rules, regulations, and legislation do not apply to non-corporate natural persons who stand in Common Law and in full legal capacity as one of the sovereign people. The law states: "There, every man is independent of all laws, except those prescribed by nature. He is not bound by any institutions formed by his fellowmen without his consent." CRUDEN v NEALE, 2 N.C. 338 (1796) 2 S.E. 70"

Standing upon my Rights according to God's Law, (Do no Harm) Common Law,(Do no Harm) I have not harmed anyone. There is no living, breathing, flesh-and-blood, sentient, natural claimant to be found ANYWHERE in the STATE OF OREGON or elsewhere in the last seven years that will testify under oath or affidavit that they have suffered harm by my actions. Therefore I have not committed any crimes.

I have not harmed or caused damage to anyone's Property nor have I infringed upon another's Rights. I have not consented to, nor granted JURISDICTION to the Corporate policies/statutory regulations of the STATE OF OREGON AND COUNTY OF JOSEPHINE.

I am not bound by the law of Mammon, such Statutory Corporate Policies, masquerading as "Color of Law". Yet the JOSEPHINE COUNTY Administrative Courts and its Enforcers, the JOSEPHINE COUNTY SHERIFF'S OFFICE and sundry STATE/MUNICIPAL departments are bound by their own laws of Commerce the UCC (Uniform Commercial Code), which must be consistent and compatible with Common Law and not run counter to.

You will note that I have not focused upon the Officers (who must carry out the policies of the department at the risk of losing their jobs, their livelihood) on the Street but upon the policy makers, You, District Attorney CAMPBELL, SHERIFF GILBERTSON, AND Trial Administrator BRUST.

By your unlawful policies, you are putting such officers in HARM'S WAY, both physical and financial. They are being trained into a purposeful state of IGNORANCE regarding the actions they take upon anyone who is not a subject of the Corporation, i.e., a natural man of the Sovereign People. These are actions which may well get them killed by a public pushed to the brink of their sanity and freedom.

The monetized defaults which face the STATE OF OREGON and COUNTY OF JOSEPHINE, now run in excess of $40,000,000.00 Plus. I've stopped tabulating them.

I am not concerned with the money, although I realize that is the only way to get your attention.

The STATE OF OREGON and COUNTY OF JOSEPHINE have harmed me, my wife and family. They have attempted to destroy my reputation and credibility.

They have held me hostage for the percieved crimes of another, a non-living fictional entity created by government..

They have sought to make a criminal out of a man who merely went about attempting to hold his public officials accountable for their repeated crimes and misconduct.

They claim that such a responsible man is a TERRORIST, a "PAPER TERRORIST". They have made responsibility of living in Society a CRIME.

They have been an instrumental cause of the Death of my wife of 49 years, via the Criminal action of a Forest Fire Supervisor who went against the request of a subordinate Fire Fighter Team Leader to put out a small forest fire, because the Supervisor did not think it was BIG ENOUGH. This Criminal Conduct of a corporate scheming administrator led to the largest forest fire in the history of West Coast, the Biscuit fire. Yet he has not been prosecuted or disciplined. It was followed by the tremendous pressure placed upon her in my repeated unlawful arrests, resulting in CYA FRAUDULENT PROSECUTIONS..

At the time of sentencing of my JURISTIC PERSON, the STRAWMAN, whose name is spelled in all Capital Letters, a non-living, fictional entity created by an equally fictional government, I, the Living, Breathing, Flesh-and- Blood, Sentient, Natural Man was coerced into signing a "notice" of suspension of a driver license which does not and has not existed since my birthday of 1999 when it was lawfully rescinded. The coercion came on the pretext that I would not be released from jail, if I did not sign.

The coercion came at the hands of Judge LINDI BAKER and Former District Attorney CLAY E. JOHNSON. Judge BAKER openly stated that my signature was not an ADMISSION OF GUILT. Such signature (contract) with the court is therefore null and void but the fraudulent suspension information has nevertheless been placed on the Oregon Police computers and are at the bottom of these "AUTHORIZED ACTS OF PIRACY" committed by the Street Cops/Deputies of JOSEPHINE COUNTY.. I, like any other Natural Man of the Sovereign People have the Unalienable Right to Liberty, which includes the Right to Travel. Those Rights have been TRASHED by the Corporate policies of the OREGON AND JOSEPHINE COUNTY COURTS AND LAW ENFORCEMENT.

My Right to Travel has been repeatedly INFRINGED upon, yet you DISTRICT ATTORNEY, AND YOU SHERIFF GILBERTSON, as policy makers for the law in JOSEPHINE COUNTY refuse to act responsibly and ANSWER THE QUESTIONS of JURISDICTION.

Answer the question of JURISDICTION and if you cannot, or will not, then suffer the consequences of such repeated commercial defaults. Here are my terms to resolve this matter of COMMERCIAL DEFAULTS once and for all.: REMOVE all such PHONY suspension information from the Police Computers.

Seal, or expunge the phony records of arrests and convictions, as they do not APPLY to this LIVING, BREATHING, FLESH-AND-BLOOD, SENTIENT, NATURAL MAN..

A Public Apology for the damage done to my family, my name, my reputation.,

A negotiated financial settlement that will not break the back of TAXPAYERS of OREGON AND JOSEPHINE COUNTY Corporate governments..

Your repeated Commercial Defaults have already placed you in Dishonor and has thus established that My position stands as Truth and Judgment, according to your own laws.

I will not be accompanying this with the expense of another Registered Mailing accompanied by Affidavit, as you don't follow the law anyway.

I cannot say much for the Collective Intelligence of the officials and bureaucrats of THE STATE OF OREGON and COUNTY OF JOSEPHINE..

Such a massive coverup based on CYA (Cover Your Ass) over a "high beam" incident, which occurred 7 years ago, It seems inconceivable that a lawfully travelling automobile on the Highway, to have accellerated and morphed into it's present state of a protracted campaign of PIRACY.

It truly boggles the mind. All because an incompetent, corrupt goverment bureaucrasy must conspire to threaten and intimidate a Natural Man who stands in God's Law and Common Law by infringing upon his right to Travel on his publicly own highways, in addition to cover your present debt of Millions of Dollars of Commercial Defaults because you will not answer a few questions of JURISDICTION!
