I am going to try to make this as simple as possible and hope you don't take the tack of former Josephine County District Attorney CLAY E. JOHNSON in "Kissing off" a Criminal Complaint sent to him because it was not accompanied by an affidavit. That was the margin note referred to in http://www.arkenterprises.com/dialch66.html#JUSTICE

From my past experience, It didn't matter whether I dotted all the i's and crossed all the t's and sent affidavits accompanying my complaints. Mr. CAMPBELL and his predecessor, CLAY E. JOHNSON, didn't follow the law and ignored them too. See:

I shall not go into all of the details of my lawful status as you already have the court records substantiating my legal status many times over.

Mine is a 7-year long story of just one man who has gone through all the Goverment Channels purportedly open to all Citizens of the DeJure Constitutional Government seeking redress for crimes and wrongs inflicted upon him by his public servant trained to follow "corporate policies" of a mechanical, bureaucratic corporate government that has no JURISDICTION over free men who have not been compromised through consent or contract., Such a government cannot address the true problems of the Sovereign People. And that is where all of this injustice and mindless tyranny leads to.

At the age of 16, I, a minor, secured a "Driver License" because I was told I had to get one if I was to get behind the wheel of a car. I believed that, just as every one I knew at the time believed. Pretty much the same thing as getting a Social Security card if I wanted to get a job. I signed the application and Voila, I got a driver license and social security card.

It was only after a lifetime of work and experience that my ignorance was dispelled when I realized such contracts were Null and Void, for lack of full disclosure of all terms and conditions which brought me under the bonds of "Corporate Citizen." a second class citizen subject to the Color of Law policies which masquerade as Law. It led me to rescind my Oregon Driver License on my birthday of 1999, at the age of 62, later followed by rescindment of all Corporate Contracts made with the Federal, State, and Local Governments for the same reasons, i.e., Lack of Full Disclosure of all terms of the contract.

For the last ten years, I have been exercising my Right to Travel without seeking permission from my servant government to do so.

It appears the STATE OF OREGON and COUNTY OF JOSEPHINE courts and
agencies do not operate in law, True Law, Common Law, Constitutional Law, but in Corporate Legislative Police law, i.e., Contract Law, "Color of Law".

Below are examples of such Behavior that has shown their utter disregard for Law. I encourage you both to listen to the sound file of the State Police impound hearing by Administrative court Judge Yunker. He was to render a decision by mail within weeks of the hearing. Not such communication has reached me even onto today, June 10th, 2009, from the hearing on March 31, 2008. Many Commercial Defaults lay in the wake of their refusal to follow the law and answer the questions of JURISDICTION put to them. Since they cannot and will not answer the question of JURISDICTION, they will no longer arrest me and take me before a judge to face the question NO AGENT for the STATE OF OREGON or COUNTY OF JOSEPHINE is willing to answer. Instead they engage in acts of piracy, robbery, kidnapping, and holding one hostage for the presumed crimes/debts of another.

They bogusely plant information on the police computer, that I, Raymond, Ronald, Karczewski© am driving while suspended ( an arbitrary unilateral position conjured up by the STATE OF OREGON DMV since there is no License to Suspend since 1999.. Prior to my rescindent of license in 1999, I had NEVER had a suspension on my license.) I am an honorably Retired Police Sergeant without a blemish on my lifelong record, until the fateful morning hours of Sept 5th, 2002, when that hurled me into this 7 year battle to get justice from an unjust and yes, criminal operation of Oregon Government. see: http://www.arkenterprises.com/dialch64.htm#Pirate

To date, I have spent over $1500 dollars, in unlawful impound fees to recover my property, forcibly taken away from me under threat of gun. (they will not arrest me). My insurance rates have skyrocketed because of the bogus citations for Driving while Suspended. This question of jurisdiction of a Corporate system over a non-corporate, Living, Breathing, Flesh-and-Blood, Sentient Natural Man who stands in God's Law, Common Law, and holds to his Rights contained therein by demanding the oppressive government regime hold also to their contract with US Constitution, the "Supreme Law of the Land" a compact entered into at the formation of this country is the sum total of the redress I have sought for seven years but have not received.

Mr. KROGER, I recognize you came into an office wherein you adopted a lot of former adminstrative baggage. Josephine County District Attorney STEPHEN D.CAMPBELL, as well as his predecessor has already shown their lack of integrity in avoiding and dodging the Criminal Complaints, I have filed with his office in order to bring this issue of highway plunder and piracy to a close.

The present issue of "Oregon State Police Policies Mix Accident Investigation with Piracy On The Highways" http://www.arkenterprises.com/accpirac.html#Piracy. is an absolute outright theft by government under color of law. The bike was NEVER registered with the STATE OF OREGON, therefore it, the STATE, had no proprietary rights over it. Proof of that statement lies in the fact that I possess the "Manufacturers Certificate of Oregon" which show it to be my property, free and clear, with no liens by any other legal entity, government included. Our law enforcement officers are being put in financial harms way when they ordered to follow and enforce, unlawful, arbitrary policies under threat of losing their jobs.

Mr. KROGER, I recently sent you via Registered Mail, the same 23 questions accompanied by affidavit which every agent for the STATE OF OREGON and COUNTY OF JOSEPHINE has refused to Rebut via affidavit.

Unless those questions are answered, and the bogus information of "Driving while Suspended" is removed from the Police computer which is behind a present police policies of authorizing acts of piracy upon the people of JOSEPHINE COUNTY OREGON, no public good shall arise from it.

As for me, I want my reputation back. I want that bogus information removed from the Police Compurters. I have lost my wife due to the stresses placed on her health by this 7-year long persecution/prosecution. MR. KROGER, I want you as Attorney General for the STATE OF OREGON, to answer the questions of JURISDICTION once and for all, and authorize the JUSTICE DEPARTMENT to engage in an investigation into this matter and get back to serving TRUE LAW, not COLOR OF LAW.

MR CAMPBELL, I ask the same of you. However, your past performance SPEAKS FOR ITSELF. I am looking for JUSTICE anywhere in the STATE OF OREGON AND COUNTY OF JOSEPHINE. I just can't seem to find any todate..

Hi Ray, I hope your injuries heal very rapidly and healthily. Also, you wrote "Manufacturers Certificate of Oregon" vs. Origin, and just wanted to point that out unless you intended it that way.

Thanks for the heads up. I missed the typo. The worst is over. The pain and swelling is subsiding. The toughest part was taking care of business, i.e, getting bike out of impound with daily rising storage costs. I haven't learned the "art of crutches" yet. Thanks for your concern. Ray
